Nicholas Lenin Anane Agyei, the lawyer for the former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, has revealed his client has not been officially charged by the Office of the Special Prosecutor (OSP).
According to the lawyer, his client was only cautioned, with no specific charges filed under Ghanaian criminal law.
Speaking on Citi Eyewitness News August 1, 2025, Paul Adom-Otchere, a lawyer, stated, “As I speak to you, he has not been officially charged by the OSP. He has been cautioned and informed that the OSP is investigating suspected offences.
So, as we speak, Mr. Adom-Otchere has not been charged with any specific offence known to our criminal laws”.
Paul Adom Otchere has since been released from the Office of the Special Prosecutor’s custody after meeting bail conditions.
The Office of the Special Prosecutor (OSP) announced that they have accepted the revised bail conditions proposed by Paul Adom Otchere’s legal team.
According to the OSP statement on X, the revised bail conditions meet the objectives of the original bail conditions.
The OSP added that Jospong Group of Companies is acting as surety for Paul Adom-Otchere.
However, Sammy Darko Appiah, the Director of Strategy, Research and Communication at the Office of the Special Prosecutor, has revealed that Paul Adom-Otchere is a key suspect in the OSP’s ongoing investigation into the GACL revenue.
According to Sammy Darko, the OSP has come across evidence that directly points to certain actions of Adom-Otchere as a board chairman that falls in line with the offences.
Speaking in an interview on TV3 New Day, Friday, August 1, 2025, Sammy Darko detailed, “The OSP has set the bail terms, Mr Adom Otchere has not been able to meet the bail terms. Mr. Adom Otchere was invited to come to the OSP not as person of interest, he was invited to come as a suspect.
“He put out a letter, and those who have read the letter would see that the letter was directing him to come as a suspect because he is a key suspect in the investigation,” he stated.
“As far as the OSP is concerned, we have come across evidence that directly points to certain actions of Mr. Adom-Otchere as a board chairman that fall in line with the offences that we are allowed to investigate, and that is what we are investigating,” he added.
Meanwhile, Special Prosecutor, Kissi Agyebeng, justified the bail conditions set for former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere.
According to Kissi Agyebeng, the landed bail condition was set to encourage the suspect to show up and not run.
Kissi Agyebeng revealed that if the suspect claims he does not have any landed property, any property found in his name can be confiscated by the State.
Speaking during a meeting, Kissi Agyebeng stated, “The OSP has a suspect, and you say you do not have any landed property, which means you can bail yourself out if you do not have any landed property.
We will fix a value on it, and bring what you have, and it is also to encourage you not to run because if you run away, that property will be confiscated. So, it is to encourage you to show up”.
He added, “If you do not do that and you say, you do not have anything, you have placed yourself in a state where anything the State finds in your name is confiscated”.
