The Office of the Special Prosecutor (OSP) has debunked media reports circulating about the former Minister for Sanitation, Cecilia Abena Dapaah.
According to the OSP, their attention has been drawn to media reports suggesting the FBI did not find any evidence of corruption on the former minister, while other reports claimed the FBI has cleared her.
The OSP, in a statement, confidently emphasised that the media reports are inaccurate and a mischievous misrepresentation of the OSP’s Half-Yearly Report.
In a statement released on the OSP official social media page on X, read, “The attention of the Office of the Special Prosecutor (OSP) has been drawn to misleading reports on the findings regarding investigations involving Ms. Cecilia Abena Dapaah. Certain media outlets reported that the FBI “found no evidence of corruption,” while others claimed the FBI “found no direct evidence of corruption.” Some have gone further to publish that the FBI has cleared Cecilia Dapaah.
These reports are inaccurate and a mischievous misrepresentation of the OSP’s Half-Yearly Report (page 9, bullet 2.26). The findings were the result of investigations conducted by the OSP and a parallel aspect by the FBI at the instance of the OSP”.
The OSP statement added, “The report clearly indicated that no direct and immediate evidence of corruption was found, a carefully defined legal standard that is materially different from the blanket phrases ‘ no evidence’ and ‘has been cleared.
The OSP further emphasises that the case was referred to the Economic and Organised Crime Office (EOCO) under the previous leadership of EOCC because investigations uncovered strong indications of suspected money laundering and structuring, which fall within EOCO’s direct mandate. The previous leadership of EOCO did not act on it and returned the docket to the OSP.
The OSP returned the docket to EOCO upon a request by the new leadership”.
The Office of the Special Prosecutor further urged the media outlets to report with precision and ensure accurate, fair and responsible reporting.
“The OSP urges all media outlets to report with precision and fidelity to the text of official documents to ensure accurate, fair, and responsible public communication on matters of high national interest”, the statement concluded.
Meanwhile, the last we heard of the Cecilia Dapaah case until yesterday, August 19, was that the Office of the Special Prosecutor (OSP) revealed that the Economic and Organised Crime Office (EOCO) has requested a copy of Cecilia Dapaah’s docket.
According to the Office of the Special Prosecutor, they have officially returned the docket on the Cecilia Dapaah case to EOCO following a formal request from EOCO’s new leadership.
The OSP noted that EOCO required the return of the docket for review and possible action.
The special prosecutor revealed that on May 29, 2025, the OSP forwarded a duplicate docket to EOCO and pledged its full cooperation in EOCO’s investigation into suspected money laundering and financial structuring.
“It is our considered opinion that the docket serves as a valuable background resource for EOCO to commence its investigation in respect of aspects of the case; the OSP does not have a direct mandate,” the OSP stated.
In July 2023, the Office of the Special Prosecutor initiated an investigation into the suspected corruption and corruption-related offences regarding the huge sums of money at the home of former Minister for Sanitation and Water Resources, Cecilia Abena Dapaah and her associates.
The OSP teaming up with the U.S. Federal Bureau of Investigation (FBI) yielded no direct evidence of corruption.
However, the OSP revealed it had uncovered strong indicators of suspected money laundering, but EOCO declined to take the case, citing that the OSP had not established a predicate offence.
In addition, the office of the Special Prosecutor, some months ago, made another revelation regarding the former Sanitation Minister, Cecilia Dapaah’s dead brother.
According to a new development, the dead brother of Cecilia Dapaah’s bank account is still active and keeps transferring money to her.
This follows an attempt by OSP to seize millions of cash from the former Minister and order the freezing of some bank accounts with over ¢40 million transactions.
The Office of the Special Prosecutor case was not successful despite Madam Dapaah stepping down from her role as minister, with her source of wealth being questioned.
